Rachel Kullman is a licensed Professional Engineer in Colorado as well as an ACEC Engineer Expert Witness designee. Since 2003, Rachel has worked in the field of water rights and water resources planning and management. Skilled in both technical analysis and project management, Rachel has served as an expert witness in water court and has assisted both applicants and objectors in the settlement of many water rights cases. Rachel has worked for a variety of agricultural, municipal, governmental and private clients, in the South Platte, Rio Grande and Arkansas river basins of Colorado. Rachel lives in, and operates KWE from, Santa Fe, New Mexico.
